HISTORY BEHIND THE SCHOOL

 

   The school was started in 2006 through the effort of the local community. The local leaders were responding to the felt need of increased accessibility and affordability of secondary Education. The Land where the school stands was donated by the local primary school – Kauwi Primary School. A total of 10 hectares were set aside for the development of a day secondary school. The local leaders led by the area Councilor Daniel Kitulo, Senior Chief Antony Muange Wambua, a veteran Educationist Mr. Geoffrey Maingi and the then Head teacher of Kauwi Primary School Late Christine Mawia Kivalason approached the then Area member of Parliament  Hon. Nyiva Mwendwa through the constituency Development Committee  for partnership in Developing the school. The CDF Committee under took to provide the physical infrastructure while the community was to provide the required land, Sand and Ballast. The then District water Engineer – Eng. Ndisya connected the school to Masinga Water Pipeline for free.
       The first batch of form one students were admitted in February 2006 and housed at Kauwi Primary School. Meanwhile the CDF Committee began construction work at the school site. An administration block and four classrooms were constructed up to the roof by the time the term of the committee and that of the MP. Expired.
        The first government Teachers Service Commission Principal –Mr. Mua Erastus Nzia was posted to the school in October 2007 and the school shifted from the Primary School to its own ground.
       The First Board of Governors body was inaugurated on 24th April 2008 and Mr. John Mitau Nzine took over as the Chairman of the B.O.G. Through the B.O.G stewardship and a dedicated work force of teachers the school has made a tremendous development up to date

CORE FUNCTIONS

 

 Teaching and Learning – The main business of the school at all times shall be to foster teaching and learning. All other programmes of the school shall be to supplement or enhance learning. Any programme that does not aid learning shall not be undertaken.

Evaluation and Assessment to ascertain that learning is taking place, the school shall device a sound system of testing and evaluating what has been learned. These shall be home work, Oral classroom questions, continuous assessment tests, End of term Examinations and National Examination.
    Fostering spiritual Physical development of the child.
                          -Christian guidance and counseling shall be emphasised.
                         -Games and sports shall be used to foster physical development.
     
  DEPARTMENTATION

NB. These are to foster intellectual development Guidance and counseling for spiritual development games and sports for physical development.

             MANAGEMENT STRUCTURE

The school will be managed as per the requirements of the Education Act of Kenya. The overall Authority in the school shall lay with the B.O.G. the B.O.G will have a chairman elected by members of board , a secretary who is the sitting Principal and other members appointed as per the Act.
       The school will have an elected parents teachers association Headed by a chairman with the head teacher as the Secretary.
      On the day today operations of the school the Principal will be the overall authority, assisted by a deputy Principal below whom is the Head of department, Class Teachers and others with different responsibilities. It will be the policy of the school that all teachers will have responsibilities outside of teaching. The Head teacher, Deputy Head teacher and H.O.D’s shall form services management committee for the purpose of policy formulation in the school.   


CHAPTER THREE

SWOT ANALYSIS

STRENGTHS
  

The following are the strength of the school upon which future development and success should derive from
    1. Student large population –The school has a large population of students due to its rich catchment area.
  2. Qualified staff – The school has no problem is attracting and maintaining qualified staff due to its ideal location along Kitui Nairobi highway.
 3. Physical facilities – The school has enough classes and a modern administration block that was constructed through the assistance of the constituency development fund. The school is served with piped water and electricity.
4. Land for expension – The school sits on 10 acres of land .The surrounding area has land that can be bought for future expansion.
5. Free Day Secondary School Funds – The school being a day school benefits from the FSE funds.
6. Supportive stake holders- The P.T.A B.O.G Sponsor, community and others have a lot of hope and trust with the school and therefore are very supportive of the school programs.
   

WEAKNESSES

1. Poor staffing levels- The school has an approved CBE of 17 teachers but only 9 are TSC teachers. The rest wage bill to be astronomical.
2. Low entry behavior – Because the school admitted with very low marks and this is carried over to KCSE performance.
3. Inadequate Physical facilities –The school requires a library, Computer Lab, Dining hall and stores among other facilities.
4. Limited teacher       _ Student contact time due to the day nature of the school.
5. The school compound is rugged making construction of playfields very expensive.
                                    

 OPPORTUNITIES

1.Constituency Development Fund – The existence of CDF Means that the school can benefit from the funds for in structural development.
2. LATF – These funds from the local government are also available and can be taken advantage of .
3. Ministry of Education Bursary - This Bursary disbursed through the constituency development fund
      can be applied by poor students to subsidize their upkeep.
4. Donors both local and international NGO’s such as Computer for school can be approached for program support.
5. Political good will can be taken advantage of especially during financial mobilization.
6. Location – The school is located strategically along Kitui- Nairobi highway in Kabati Market that is the district Headquarters of Kitui West District with a rich hinterland /catchment for students and offering a comfortable life to workers and teachers who are willing to transfer to the school or work at the school.


                             THREATS

1. Negative urban influence – The school is located at Kabati market and the negative influences of urbanization have impacted on the school. Drug abuse and immorality are vices the school struggles with.
2. Political interference- Local politics and interests at times spill to the school.
3. Occultism – locally refered to as Majini, this has had negative influence on learning.
4. Natural calamities such as drought, famine and strong winds are some of the drawbacks to the schools development.
5. Completion from neighboring schools-Owing to the success of the school as a day school, other schools have mushroomed, within the vicinity of the school thus eating into our catchment area.

6. Burglary / theft and Vandalism – Stealing and destruction of school property has led to some loses.
7. Porvety - Majority of the local population are poor and this has affected poor fee payment and implementation of projects.
8. Absenteeism / Truancy –Due to the day school nature of the school absentism is a major threat in the school .
             
 
                                    LEGISLATIVE FACTORS.
Acts of parliament eg. Children’s right, has complicated the traditional systems of discipline .

Ban on corporal punishment has posed disciplinary crises especially in rural school and in particular our school.

Change of Education system and syllabus forcing schools to change textbooks and other related teaching materials.

Court cases and injunctions especially those sought by parents of undisciplined students wanting to keep them in school against the wishes of teachers.

Interdiction of teachers due to professional misconduct thus affecting teacher student ration and the self esteem of teachers.

            POLITICAL FACTORS

 

Changes of government and introduction of new policies that impact on Education in the school.

Change of education policy – The introduction of free Primary school and free day Secondary School has boosted the schools development.

Change of political representation especially on the Member of Parliament and local counsel has refocused priorities on infrastructural development.

Political instability eg. Land, tribal clashes – These have led to influx of students and teachers from the affected area to the school.

Politically instigates transfer out of and into the school has affected delivery of learning.
                                 ECONOMIC FACTORS
Freeze on teacher employment is causing shortage of teachers in the school.

Inflation leading to high commodity prices has strained school finances .

Drought and famine has led to high food prices and has led to high drop out rate among the students.

 Refreshment of workers in governments and other sectors of the economy due to economic depression of students.

 Financial stability of the school especially its ability to pay debts on time has given supplies confidence in dealing with the school.

1.HIV/ AIDS affecting the performance of teachers, students and parents.

2. Religious conflicts at times spills into the school straining social relations among various stakeholders.

3. Family backgrounds –The nature of families single and polygamous families has affected the performance of learners.
4. Orphaned children are on the rise and this has overburdened the school as it tries to accommodate these students.
5. Regressive traditions, and cultural beliefs eg. Early marriages, female circumcision, wife inheritance.
6. Permissiveness has permeated the fabric of the society as evidenced in moral decadence.
7. Dug substance abuse among students and teachers.
8. Gender imbalance.


                    
TECHNOLOGICAL   FACTORS
Use of computers and related electronics in learning has posed a challenge to computer illiterate teachers and learners.

Use of modern communication devices such as mobile phones, e mail at is a new challenge in schools as they have disruptive tendencies.

Lack of technological know how among teachers, students and workers.
 

High cost of technological equipment, repair and maintenance especially the cartridges, tonners and other parts

  KEY  CHALLENGES 

Both the swot and pestle  analysis narrows the school to address key challenges that have the potential to interfere negatively with the realization of the strategic objectives .These challenges includes but are not limited to the following ;        i)Provision of an efficient and effective delivery of a learning process.
      ii) Implementation of quality assurance and standards assessments.
     iii) Provision of continuous training programs for the teaching and non teaching staff members.
     iv) Completion of the school plant and constitution of necessary physical facilities.
      v) Provision of necessary infrastructure for the implementation of information communication technology to enhance education management information system in the school
       vi) Acquisition and maintenance of recommended Teacher student ration.
      vii) Provision of adequate playing grounds by either acquiring fairly plain grounds or landscaping the already existing land.
      viii) Maintaining the poor student in class.
     x) Development of a mechanism for motivating students for further learning, achievement and self confidence.

           CHAPTER  FOUR
       

4.0  STRATEGIC ANALYSIS
      

 4.1 – RATIONALE

The purpose of this strategic plan is to provide for a thoughtful and guided implementation of the education programmes as prescribed by the ministry of education programmes as prescribed by the ministry of education , science and technology and as it is determined by local stake holders including student , parents, teachers and the board of governors . It will cover all areas of learning managed at the school level. It will seek to establish an effective institutional framework for service delivery at the strategies which when implemented should result in the realization of the objectives of education in the school.

       4.2 critical success factors
  For the strategy to succeed and improve the performance and sustain it the following pertinent issues must be guaranteed.
        

   a) Continued funding from the government through Free Day Secondary Education . Owing to the infant nature of the school and the poverty prevalent on the school catchment area , the growth of the school to maturity and self sustenance will very highly depend on the continued program of FDSE where each student get Ksh 10, 200 from the ministry of Education . This funding will help in retention of students in school, pay workers and generally run the school. For the school to continue with infrastructural development the government must support building of classrooms, labs and other facilities through the school administration must keep in applying every year.

       b) Sustained student population of two streams per class. The funding by the government depends on school student population to benefit maximally from this finding the school population will require to be high.
      c) Increased parental and community participation. The role of the parent in the success of the school will be paramount. The parent will always be the role model to the student, a pillar of inspiration and provider of resources inform of levies for lunch and development . The government pays for the tuition and general running of the school, the community good will be good for the enrollment in school.
        

d) Provision of qualified and motivated teachers by the TSC. The teachers service commission is the employer of teachers to secondary school. The schools success will depend on the availability of trained teachers employed by the TSC. This will enable the school of channel if funds to improvement of education standards rather than in payment of teachers.  e) Capacity building for teachers and non-teaching staff, For the teachers and staff to continue to effectively offer essential services to the school,  continuous training and in-service must be provided. Syllabuses keep on changing and emerging issues are cropping in everyday and the staff need to be adequately prepared for such. These trainings are available at K.I.S.E and other local workshops.

f. An enabling institutional framework .A functional Board of Governors which takes a proactive role in school management and provides a conduce vice environment for working and learning. OVERAL GOAL AND STRATEGIC OBJECTIVES.
    The overall goal of Kauwi mixed day secondary school strategic plan is to excel in the attainment of the learning outcomes. The graduates that the school will produce must be all round in order to meet daily challenges of the ever changing word scenario.
           In order to achieve the above goal, the following objectives will be pursued aggressively in the next four years.

 OBJECTIVE ONE: ESTABLISH AND MAINTAIN QUALITY REQUIRED PHYSICAL INFRUSTRUCTURE FOR TEACHING AND LRNING.EA

 

The school is young .None of the physical infrastructure is complete the school plant includes an administration block, eight classrooms, a make shift store kitchen eight door pit latrine for boys and a similar one for girls. None of these is complete to the required standards. Within the next four years these classrooms should be finished to the nations standards. The administration block should be finished and finished with the required comfort.
To achieve this objective the following strategies will be employed.
        i) Mobilize funds from the parents to complete and furnish the classes.
       ii) Request the constituency development committee for financial assistance.
      iii) Mobilize the community for an Harabee.
      iv) Apply for funds from the MOEST infrastructure/ funds.
       v) Prudently manage PTA funds, lunch money and FSE funds to realize savings that can be vired for development purposes.
      vi) Write to various bodies for sponsorship.

 

  OBJECTIVE TWO: TIMELY AND EFFECTIVE CURRICULUM DELIVERY
 

In order to realize good results both in internal and external examinations, which are the current indicators of learning , a finely and effective curriculum delivery will be achieved through the following object {strategies.i)                  

  Provide adequate teaching and learning materials. A block radio of 1:1 in key subjects of languages and mathematics will be attained while in others a ratio of 1:2 will be the immediate goal.

ii) Teacher preparedness-The school will pursue a policy of preparing schemes of work for the whole year will be done at the department level .The annual schemes will be typed and saved disks to be supplied to the teachers at the being of every term . The schemes will shoe the teacher the content to be covered for that term so that no content lags beside.

iii) Proper orientation of students /Teachers on school values .Form ones orientation while, the principal or the deputy will take them through the school values.

 iv) Timely and proper assessment of content taught through the use of records of work book, the HOD will monitor the content taught to ascertain that it is in the authorized syllabus .

 v) Provide for remedial teaching and learning. The school is a day school, the hours the students spend in school are limited and therefore the schools seek to maximally utilize all the available time. Saturdays will be school days, the students will be reporting to school at 4.40am so as to do one hour remedial class before normal classes begin.vi) Provide for a well equipped library .The school development plan for the year 2014 will be to build and equip a school library.

vii) Motivation of learners and teachers-A motivated team of teachers will be a key to success. The school will set aside a fund for motivating students .Every term ksh 100 per student will go toward motivation of students. Top achievers will be taken for a motivational tour every month. Motivational speakers will be invited to the school at least three times per term .Teachers will be rewarded for top quality grades. To keep the teacher happy, the school will provide morning tea subsidized lunch.

viii) Comprehensive assignments- it will be the school policy for teacher to give assignments every day. The assignments will be followed up and recorded. Vacation assignments will also be given out to students so as to keep them on books

 

.OBJECTIVE THREE: EFFICIENT AND EFFECTIVE MANAGEMENT SYSTEMS

For the school to develop a culture of learning and achievement, management systems will be established.
    
i) Proper orientation of H.O.D new students and B.O.G workers will be undertaken.

   ii) Every school worker will be given written job roles.
 

iii) Team leaders in the school will be trained through sponsorship to Kenya Education staff institute. These are H.O.DS, Accounts clerk, Secretary and store keepers.
The following teams will be formed and more responsibilities delegated to them.
        

a) Spiritual team- This will include spiritual teachers, students and local church leaders.
      

  b) Academic team-Director of studies /academic master, Deputy Principal, a B.O.G member and a PTA member will form this committee.
       

c) Time table committee –will comprise of Deputy Principal, Academic master and two other teachers.
      

d) Co-curriculum activities committee –to be chaired by the games master and comprised of all coach teachers.

e) Discipline committee –Chaired by the deputy principal and comprises of the guidance and counseling master and two H.O.D.S.

f)Guidance and counseling committee-charred by guidance and counseling mistress and members are other three teachers trained in   guidance and counseling .

OBJECTIVE FOUR: EXCELLENT IN CO-CURRICULUM ACTIVITIES

The school shall put in strategies to excel in extra curriculum activities .It will be the policy of the school to encourage and support co-curriculum the nurturing of talent among the student. The following strategies    will be employed:-

i) Provision of adequate play grounds – This is the main challenge of the school. The school ground is sloppy and rocky. Landscaping will be done to produce volleyball field, Basket ball court and Handball field .Foot ball will be played at the primary the school field until the school acquires a field else where.

ii) Required equipment and facilities will be acquired.

iii) Provision fro entertainment will be undertaken.

The school will purchase a music system, Television and computer games for entertainment.


OBJECTIVE FIVE: PROMOTE CHILD FRIENDLY SCHOOL

The school shall strive to build a child friendly school by implementing the following strategies.
  

i) Putting in place policies on child – friendly education and having a master list of all children in the school .
  

ii) Conducting regular campaigns to encourage parents to take a pro active involvement in the education of the child.
 

iii) Strives to provide an all inclusive education and consultation with stake holders.
 

iv) Will be aware of and will change school policies and practical such as costs and daily schedules that prevent some girls and boys from getting education.

v) Will respond to the needs of the staff and community and will not be exploitative.

vi) The school will provide facilities that meet the needs of all learners, such as separate toilets for girls and boys and ramps for learners with physical disabilities.
vii) The school shall have a welcoming, healthy and clean environment.

viii) At all times the school will have a steady supply of clean, safe drinking water.

ix) The school shall have teacher who posses counseling skills and can identify and help with the learners individual learning needs.

 x) The school will show respect for children of all religious.

 

OBJECTIVE SIX: EXPANSION OF ACCESS AND ENROLMENT

The school was founded mainly on this objective of increasing access, retaining and finally completing secondary school by the children from the community. To achieve this objective, the following strategies will be employed.

i) Enhance performance, positive learning and affective education to attract students to the school.

ii) Expand physical infrastructure to accommodate more students. The school will be a double stream so as to serve the community better. More classrooms will have to be built.

iii) The school shall be sensitive to the financial states of the parents to avoid hipping a lot of financial burden on them.

iv) Regular monitoring of school attendance and follow up to drop out rates.

v) Provision of family sex education to the students to reduce dropouts due to early pregnancies. 

 

OBJECTIVE SEVEN: TO FORM AN EFFECTING BOARD OF GOVERNORS 

The B.O.G is the overall management body of the school .If the B.O.G is effective , the school will be a performing one. Kauwi Day Secondary School shall strive to always have an effective and a functional B.O.G. This will be attained by putting up the following strategies.
          i) The appointments shall be gender balanced.
         ii) The nominees shall be thoroughly vetted to make sure that only members who have the interest of the school at heart are appointed.
        iii) Training for newly appointed members shall be organized and continuous training for members will be emphasized to make sure that they are in line with the changing trends.
      iv) The B.O.G shall meet at least three times per year and the executive should be involved in day today running of the school by appointing them to various committees such as academic committee and also assigning them various duties in the welfare of the school.

OBJECTIVE EIGHT: TO ESTABLISH EFFICIENT AND ACCOUNTABLE FINANCIALMANAGEMENT SYSTEMS.

An efficient and accountable financial management system will be key to the rural implementation of the learning process.To achieve this objective the following strategies will be employed.
    

  i) The public procurement act will be followed.

     ii) All procurements will be tendered for and the best supplier identified.

    iii) Timely and proper budgeting will be done before the end of the year.

    iv) Before the end of four years, the school should have embraced ICT where the accounting will be computerized. A program will be identified and procured.
  
v) A qualified well trained, experienced and a dignified accounts clerk shall be engaged. The accounts clerk should be paid at the       market rate so as to maintain him or her.

 vi) The number of meetings be they B.O.G. PTA etc should be limited to ensure value for money.

 vi) The financial books and documents of the school should be up to date so as to monitor the revenue collection and expenditure         in the school.                        

OBJECTIVE NINE: TO ESTABLISH AN EFFICIENT SUPERVISION SYSTEM

The key to success of this strategic plan will depend on supervision of the key areas mentioned to achieve this, the following strategies will be used.
   

i) Most of the supervision duties will be delegated to various offices such as deputy principal, H.O.DS and accounts clerk. Committees in the school will also co-ordinate some supervision work.
  

  ii) Class teacher will be empowered to handle most of the issues arising in class and outside the class. The class teacher will also liaise with the parents on schedules of fee payment and disciplinary measures.

   iii) By the end of five years, the school will implement a policy where the class teacher has an open office at the class to enhance classroom supervision.

    iv) All the appointments in the school shall be by written letter detailing, the duties of the office.

   v) The delegated authorities shall be accorded the necessary training.

  vi) Team work shall be the motto among all the members of the school community.

 vii) Internal quality assurance and standards shall be improved by having two examinations per term. Mid term exam shall be out of 30% while the end term exam shall be 70%. These exams shall be standardized by the H.O.D. Parallel teaching shall be emphasized in the school and especially lower classes.
The records of work books shall be filled at the end of the week, schemes of work shall be provided to the respective subject teacher by the H.O.D, the second day after opening of school.
viii) Annual parents day shall be held regularly to enhance parents participation in the school management.
